The battle has effectively been carried to Overhaul with the heroes having collected and accumulated all the intel they considered vital, a gathering of prevalent, nearby, and aspiring heroes have landed at the base camp of the Yakuza.

Midoriya and Mirio explicitly battled with being not able initially spare Eri from Overhaul, kicking themselves for not acting when they had the chance. When the legends gather, working with the police preceding and during the attack, Yakuza central station is by all accounts fit to overflowing with supervillains.

As the saints charge past this scalawag, bringing down some lower-level criminals en route, the scene finishes as Deku and Lemillion promise by and by to spare Eri, the post-credit scene implies that a gathering of lowlifes known as the (Eight Bullets) are going to raise the masters some genuine ruckus during their central goal.
